Türkiye is the one market in the TUPY territory with a substantial threaded-fittings industry of its own, so the case for TUPY here is narrower and more specific than it is further south — it rests on grade, traceable certification and the figures a local range does not carry, not on filling a gap. Galvanised iron (GI) and malleable iron (MI) fittings are supplied from the Dubai stock or direct from Brazil to Mersin, whichever lands cheaper.
Not for the commodity sizes. A Turkish contractor buying ordinary 1/2in and 3/4in elbows in volume will buy them at home, and should. What comes from Brazil is what the local market holds thinly or not at all: the larger diameters up to 6in, the less common figures, NPT to ANSI B16.3 in Class 150 and Class 300 for American-specification work, and the UL Listed and FM Approved figures where a fire protection submittal names the listing.
The second reason is origin. Where a project or an onward export requires a specific certified source rather than the cheapest available material, Brazilian origin with UL, FM, DVGW, ABNT, INMETRO and ISO documentation behind it is the thing being bought.
There is no standing port of entry for Turkey; it is agreed per shipment. Container quantities are shipped from Brazil to a port the buyer nominates, and smaller or mixed orders are released from the Dubai stock. Both are costed in the same quotation, and for Turkey the direct route wins more often than it does in the Gulf, because the orders that justify importing at all tend to be full container loads of specific figures.

Where a project or authority requires a local conformity registration in addition to the above, that is handled per project with the consultant and the importer of record.
